Mario and Luigi wouldn't be scary unless if they have giant hammers and their clothes (and hammers) are stained with the blood of their enemies.
It depends on which Ganondorf you mean or if you mean Ganon... In any case, it would require an air of menace more than any intimidation through mere form.
Weegee... not so much.
The Tails Doll would be a little creepy from the fact that you'd have someone walking around dressed like a giant doll.

Pokemon in general are freaky. Whether it is from absurdity (Nosepass) or genuine creepiness (Victreebel).
Cackletta and Fawful are different kinds of scary. Cackletta is a hag, but she generally is not intimidating (unless if you count Bowletta... That's the ultimate scary costume). Neither is Fawful until you hear him speak and bear witness to his actions. Between the two of them, Fawful all the way.
Robotnik... well, that's scary simply because of the morbidly obese form.
I would have to say that between all of them, it's a tie between Robotnik, Pokemon, Fawful, Bowletta, and Bowser. Since I have to choose one of them for the poll, I would say Robotnik for the hideous form.
